Prohibits the sale, distribution, and manufacture of commercial food for human consumption in New Jersey if it contains brominated vegetable oil, potassium bromate, propylparaben, or Red dye 3, classifying such foods as adulterated.

Bans six artificial dyes from school food served, sold, or given away on school property during the school day: Red 40, Yellow 5, Yellow 6, Blue 1, Blue 2, and Green 3.

The commercial food restrictions take effect on the first day of the thirteenth month following enactment, while the school food dye ban takes effect August 1, 2028.

Exempts from the school food restrictions medically authorized special needs diets, foods used by school nurses for health care, and special needs students with Individual Education Plans specifying particular diets.
