Prohibits the sale, offer for sale, or distribution of nail polish or nail hardener containing dibutyl phthalates, toluene, or formaldehyde in New Jersey.

Requires sellers and distributors to issue immediate recalls for nail products containing the banned chemicals, and authorizes the Director of Consumer Affairs to order recalls.

Retail establishments must remove recalled products from display within 48 hours of notice and return inventory to sellers/distributors within 14 business days at the seller's cost.

Sellers and distributors must dispose of recalled products within 60 business days in compliance with applicable disposal laws.

Knowing violations constitute unlawful practice under the Consumer Fraud Act, punishable by up to $10,000 for first offense and $20,000 for subsequent offenses, plus potential cease and desist orders, punitive damages, and treble damages.
