Creates a public registry maintained by the State Treasurer of out-of-state contractors awarded public works contracts in New Jersey

Defines "out-of-state contractor" as any contractor or subcontractor whose principal place of business is not in New Jersey, excluding temporary satellite offices used only for contract duration

Requires the registry to include each out-of-state contractor's project description, trade name, owner name, and principal business address

Mandates the registry be prominently displayed on the Department of Treasury website and made available in print or electronic form upon request to contractors or public bodies

Applies to contracts covered under the New Jersey Prevailing Wage Act and Public Works Contractor Registration Act
