Establishes the New Jersey Center for the Study and Prevention of Suicide at Rutgers School of Public Health to research causes, prevention, and reduction measures for suicide.

Center research must cover the nature and determinants of suicide, consequences at individual/community/societal levels, and treatment approaches for suicidal thoughts.

Requires state agencies including the Department of Health, Department of Law and Public Safety, State Police, and Department of Human Services to provide data to the center upon request.

Appropriates $500,000 from the General Fund to Rutgers, with annual legislative appropriations required thereafter; center may also accept grants and donations from public or private sources.

Mandates initial report to the Governor and Legislature one year after establishment and every five years thereafter, covering research projects, funding sources, and program accomplishments.
