Expands the authority of educational research and services corporations to act as lead agencies for procurement of any goods or services, not just educational technology systems and related services.

Educational research and services corporations are nonprofit entities formed by public research universities, State colleges, county colleges, and nonprofit independent institutions receiving direct State aid.

Allows these corporations to serve as contracting units for municipalities, fire districts, counties, local authorities, school districts, and various higher education institutions under the Uniform Shared Services and Consolidation Act.

Removes a proposed amendment that would have extended procurement authority to public works projects.

Corporations remain subject to all applicable State and local procurement laws, including pay-to-play restrictions and business registration requirements.
