Establishes a 12-member Commission on Oversight of Public Institutions of Higher Education to examine financial transparency, accountability, and oversight of New Jersey's public colleges and universities

Commission members include the Secretary of Higher Education, Executive Director of the Higher Education Student Assistance Authority, presidents from State colleges, research universities, and county colleges, a faculty member, a labor union representative, and three student representatives

Appointments must be made within 60 days of the act's effective date, with the commission required to organize within 90 days and hold a minimum of three meetings

Commission must study transparency of tuition and fee information provided to students and families, institutional accountability measures, program quality, student outcomes, and protections against predatory lending

Final report with findings and recommendations due to the Governor and Legislature within 180 days after organization, with the commission expiring 30 days after report submission
