Self-service storage facilities are prohibited from charging late fees, pre-foreclosure fees, or unit unlock fees to consumers paying with government vouchers when payment delays are caused by the voucher-issuing authority.

"Voucher" covers payments from the Work First New Jersey program and any other federal or state income assistance programs established by law.

First-time violations carry a $1,000 civil penalty collected by the Director of Consumer Affairs through summary proceedings.

Subsequent violations constitute unlawful practices under New Jersey's consumer fraud act, carrying penalties up to $10,000 for a first offense and $20,000 for additional offenses, plus potential cease and desist orders, punitive damages, and treble damages.

The bill takes effect immediately upon enactment.
