Merges New Jersey City University (NJCU) into Kean University, transferring all NJCU functions, powers, property, assets, debts, employees, and students to Kean University effective upon completion of the October 1, 2025 merger agreement and required federal/state approvals.

Transfers NJCU's long-term debt obligations exceeding $150 million and approximately $43 million in residence hall-related debt to Kean University, with the State committed to assist in reducing this debt through defeasance or other financial means.

Treats all NJCU employees as new Kean University employees, though tenure rights and academic rank are preserved; existing NJCU collective bargaining agreements and individual employment contracts become null and void upon merger.

Classifies Kean University as a public research university for Tuition Aid Grant purposes, ensuring all eligible students receive awards at the public research university level.

Reduces the New Jersey Association of State Colleges and Universities membership from seven to six institutions and maintains the NJCU Foundation as a separate nonprofit to continue supporting Hudson County students at the Jersey City campus.
