Prohibits the Commissioner of Health from issuing a certificate of need for trauma center designation to any facility located within 15 miles of an existing designated trauma center

Requires the Commissioner to submit any proposed request for trauma center certificate of need applications to the State Trauma System Advisory Committee (STSAC) for review before issuance

Blocks issuance of requests for trauma center applications if the STSAC recommends against it

Amends the STSAC membership requirements to include specific representatives rather than allowing additional members beyond those listed

Takes effect immediately upon enactment
