Expands the Criminal Sentencing and Disposition Commission from 13 to 17 members by adding the chair of the Legislative Black Caucus, the chair of the Legislative Latino Caucus, and two additional gubernatorial public member appointments

Requires no more than two of the four gubernatorial public member appointees to be from the same political party, increased from the previous limit of one of two appointees

Broadens the commission's review of racial and ethnic disparities to explicitly include policing practices, access to criminal defense legal representation, and jury selection processes

Maintains the commission's existing duties to review sentencing provisions and recommend revisions promoting public safety, offender accountability, crime reduction, and rehabilitation while using state resources efficiently
