Public institutions of higher education in New Jersey must provide free menstrual products (tampons and sanitary napkins) in all public women's restrooms, all-gender restrooms, and at least one men's restroom in every campus building, including lecture halls, residence halls, dining halls, libraries, student centers, athletics buildings, and administrative buildings.

Institutions must supply a variety of products including tampons and sanitary napkins graded regular through super-plus, ultra-thin to overnight pads, and allergy-friendly options such as chlorine-free, hypoallergenic, and fragrance-free products.

Menstrual product dispensers must be installed in all required restrooms; existing dispensers may remain if products are available free of charge, and institutions may contract with vendors for maintenance and stocking.

Educational pamphlets on toxic shock syndrome, menstrual disorders, and proper disposal must be provided in applicable restrooms, along with posters on menstrual hygiene when feasible.

$85,000 is appropriated from the General Fund to the Office of the Secretary of Higher Education, with the State bearing all institutional costs and institutions submitting annual expenditure reports for reimbursement.
