Requires the New Jersey Department of Education to partner with a nonprofit organization to create a publicly searchable online registry of individuals and organizations offering free tutoring services to students statewide.

Eligible registrants include certified teachers, retired teachers in good standing, college students, industry professionals with subject matter expertise, and qualifying organizations.

All tutoring services provided through the registry must be free, with registrants prohibited from charging or receiving any fees.

Individual applicants must undergo criminal history background checks before being listed, except for teachers who have already completed required checks; organizations must submit assurance statements that their tutors have been background checked.

The registry must include a disclaimer that the DOE has not independently verified registrant information and listing does not constitute an endorsement of tutoring quality.
