Establishes the Automobile Theft Prevention Authority within the Department of Law and Public Safety to coordinate and fund activities to prevent, combat, and reduce automobile theft across New Jersey.

Creates a seven-member board of directors including the Attorney General (ex-officio), a State Police officer experienced in auto theft investigations, a county prosecutor, an insurance company representative, and three public members appointed by the Governor for four-year terms.

Grants the authority broad powers including making grants to government agencies and community organizations, developing statewide anti-theft strategies, assessing theft problem areas, and auditing funded programs for effectiveness.

Establishes the "Automobile Theft Prevention Authority Fund" as a separate, nonlapsing fund within the Department of Law and Public Safety, with $2 million appropriated from the General Fund.

Requires the authority to submit annual reports on its activities to the Governor and Legislature, to be published on the Department of Law and Public Safety website.
