Department of Health, in consultation with the Department of Education and Office of the Secretary of Higher Education, must develop and distribute anti-vaping campaign guidelines to school districts and institutions of higher education.

Guidelines must incorporate content from existing state programs including "Tobacco Free for a Healthy NJ" and the "Don't Get Vaped In" training initiative developed by the Office of Tobacco Control and Prevention.

Required guidelines include recommendations for multi-tiered anti-vaping campaigns, research-backed materials on vaping dangers (lung effects, mental health impacts, pregnancy risks), decision-making tools to help students resist peer pressure, and age-appropriate marketing materials for middle school through college students.

Guidelines must be reviewed annually and updated as necessary, with input from school administrators, educators, health professionals, and other stakeholders.

Guidelines must be released within one calendar year of enactment and posted on the Department of Education and Department of Health websites along with anti-vaping resources for administrators, staff, students, and families.
