Creates the "Impact of Medicaid Personal Care Services Reimbursement Change on Nursing Homes Study Commission" to analyze effects of increased Medicaid hourly reimbursement rates for personal care services on New Jersey nursing homes

Commission will examine nursing home operations, staffing compliance, employee retention, financial health, resident costs, and whether any facilities closed following the 2017 and 2019 rate changes

Nine-member commission includes the Commissioners of Human Services and Health, five members with nursing home industry expertise (three representing current operators), one Medicaid policy expert, and one State budget expert

Written report with analysis and legislative recommendations due to the Governor and Legislature within 12 months of the commission's initial meeting

Commission expires three months after submitting its final report
