Establishes a fundamental right for New Jersey residents to access reproductive health care services (including abortion, contraception, and in vitro fertilization) and gender-affirming health care services that are legal in the state

Prohibits the Governor from extraditing individuals to other states for providing, receiving, or assisting with legally protected health care activities that are lawful in New Jersey

Creates criminal penalties for interfering with reproductive or gender-affirming health care services, including fourth-degree crimes for obstruction or intimidation, with enhanced penalties up to second-degree crimes if victims suffer serious bodily injury

Authorizes law enforcement to order dispersal of gatherings that impede access to health care facilities, requiring protesters to remain at least 25 feet from entrances and driveways during business hours

Provides civil remedies for aggrieved individuals including minimum $1,000 liquidated damages per violation, and allows the Attorney General to seek civil penalties up to $10,000 for first violations and $25,000 for subsequent violations
