Provides loan forgiveness of 18% after year one, 26% after year two, 28% after year three, and 28% after year four of service, with a maximum total redemption of $200,000 per participant.

Requires program participants to be New Jersey residents, licensed healthcare professionals providing reproductive health services, and not simultaneously enrolled in other loan redemption programs like the National Health Service Corps.

Gives selection preference to applicants working in counties facing shortages of reproductive health care professionals, noting that one-third of New Jersey counties lack an abortion provider.

Appropriates $5 million from the General Fund to implement the program.
