Establishes the "New Jersey Reproductive Health Care Equitable Access Fund" in the Department of the Treasury to support reproductive health care services for individuals who cannot afford them

Allows taxpayers to voluntarily contribute a portion of their state income tax refund or make an enclosed contribution to the fund through their gross income tax return

Requires the Legislature to annually appropriate all fund monies for equal distribution to the three largest providers of reproductive health care services to Medicaid patients in the state, as determined by the Commissioner of Health

Defines "reproductive health care services" as medical, surgical, counseling, or referral services relating to the human reproductive system, including pregnancy and pregnancy termination services

Takes effect immediately and applies to taxable years beginning on or after January 1 following enactment
