Creates a temporary 13-member "Disability Mortality and Abuse Prevention Advisory Committee" within the Department of Human Services to review cases of abuse, neglect, exploitation, and deaths involving adults with intellectual and developmental disabilities.

Committee membership includes a physician, representatives from state agencies (Bureau of Guardianship Services, Adult Protective Services, Division of Developmental Disabilities, Department of Children and Families), disability rights advocates, family members, and residential provider representatives.

Requires the committee to review select cases within two years, evaluate government systems' responses, identify risk factors and policy failures, and assess the effectiveness of current investigative conclusions (substantiated, unsubstantiated, no findings).

All committee proceedings, deliberations, and records are confidential and exempt from public disclosure, discovery, and subpoena; members are protected from civil liability for good-faith participation.

Commissioner of Human Services must submit a report to the Governor and Legislature within 27 months summarizing findings and comparing New Jersey's disability services with other states; the committee expires upon report submission.
