Division of Family Development must maintain a waiting list for presumptively eligible applicants to the State's child care assistance program who cannot be processed due to limited funding.

Applicants can establish presumptive eligibility through a standardized self-attestation form available in English and Spanish, without requiring pay stubs, tax returns, or other income verification for waitlist placement.

Child care resource and referral agencies will serve as access points to help applicants complete and submit applications and self-attestation forms.

Division must notify applicants of their waitlist placement within 10 business days of receiving a completed self-attestation form.

Semi-annual reports must be published containing data on applications received, presumptively eligible applicants, approved enrollments, waitlisted applicants, average processing times, and geographic distribution by county.
