Applies to individual, family, and group health insurance contracts issued by hospital service corporations, medical service corporations, and health service corporations.

Coverage for newborns begins at the moment of birth and includes injury, sickness, and medically diagnosed congenital defects and abnormalities.

Parents must provide notification of birth and required premium payment within the 90-day window to continue coverage beyond that period.

Amends multiple sections of New Jersey insurance law (Titles 17 and 17B) to standardize the extended enrollment timeframe across different types of health benefit plans.
