Prohibits force-feeding geese, ducks, or other poultry using tubes or apparatus inserted in the beak, bill, or throat to produce foie gras, with an exception for feeding to improve a bird's health

Bans the distribution, sale, or offer for sale of foie gras unless it originated from a state or jurisdiction that also prohibits force-feeding birds

Establishes penalties including a written warning for first offense and civil penalties up to $100 for second and subsequent offenses, with each day of violation constituting a separate offense

Enforcement authority assigned to the Secretary of Agriculture, with Superior Court and municipal court jurisdiction over penalty proceedings

Takes effect 60 days after enactment
