Removes the requirement that electronic records of online motor vehicle sales be available for "immediate" inspection, instead requiring records be kept in a format that simply allows for inspection by the Chief Administrator of the New Jersey Motor Vehicle Commission

Requires the Chief Administrator or designee to provide one business day advance written notice before entering a motor vehicle dealer's building to examine books and records

Applies to individuals or entities engaged in buying, selling, or dealing in motor vehicles, licensed motor vehicle dealers, and licensed leasing dealers

Takes effect immediately upon enactment
