Creates the Health Equity Access and Leadership (HEAL) Fund as a non-lapsing account within New Jersey's existing Health Care Subsidy Fund to support healthcare organizations serving underserved populations.

Appropriates $25 million from the General Fund as initial funding, plus annual allocations of at least 0.1% of Health Care Subsidy Fund revenues (approximately $2 million in fiscal year 2026).

Distributes funds through competitive grants to community-based healthcare organizations that serve underinsured patients who lost access due to State or federal funding cuts, and that have not received federal funding in the 12 months prior to application.

Requires grantees to provide services to all patients regardless of immigration status, race, age, gender identity, disability, or other protected characteristics.

Mandates annual reporting to the Governor and Legislature on fund receipts, grant distributions, geographic and demographic reach, health outcomes, and recommendations for expanded support.
