Appropriates $55 million total to the Department of Environmental Protection for State capital and park development projects on recreation and conservation lands.

Allocates $50.3 million from constitutionally dedicated corporation business tax (CBT) revenues through the Preserve New Jersey Green Acres Fund, including $9.1 million from interest earnings.

Provides $4.7 million from Green Acres bond act funds and the Garden State Green Acres Preservation Trust Fund, entirely from accumulated interest earnings.

Largest funding allocations include $13.2 million for recreational development, $10 million for health and life safety projects, $6 million for historic structure stabilization and repairs, and $5.2 million for building repairs and renovations.

Allows DEP to reallocate funds among listed projects with Treasury approval, bypassing the usual Joint Budget Oversight Committee approval requirement.
