Creates the Gold Star Family Scholarship Program to provide undergraduate scholarships to spouses, children, parents, guardians, and siblings of U.S. Armed Forces or National Guard members who died while on active duty

Establishes a non-lapsing Gold Star Family Scholarship Fund within the Higher Education Student Assistance Authority (HESAA), with an initial $100,000 appropriation from the General Fund

Caps individual scholarship awards at the average tuition charged by New Jersey's four-year public institutions, with HESAA determining eligibility criteria and award amounts based on cost of attendance and other financial aid received

Funds the scholarship program through a new $2 annual surcharge on personalized license plate renewals, voluntary taxpayer contributions via state income tax returns, and private donations

HESAA will begin awarding scholarships in the first full academic year following enactment
