Creates the New Jersey Workforce Industry Needs Scholarship to cover tuition, fees, course materials, and professional license fees (up to $5,000 annually) for students at county colleges and vocational schools pursuing credentials in high-demand workforce fields.

Eligible programs must align with the State's Labor Demand Occupation List and include fields such as advanced manufacturing, healthcare, education, law and public safety, life sciences, and transportation/logistics.

Students may receive the scholarship for up to three years for associate degree programs or two years for other credentials, and must maintain a 2.0 GPA for degree-seeking programs.

Eligibility requires New Jersey residency, enrollment in an approved program, and either current employment or completion of a financial literacy course.

At least 5% of scholarship awards must go to dual-enrollment students, and the Secretary of Higher Education must submit annual reports on scholarship usage, credential completion, and job placement rates.
