Prohibits knowingly transmitting calls or text messages with misleading, false, or inaccurate caller identification information with intent to defraud, cause harm, or wrongfully obtain anything of value

Applies to telecommunications services used within New Jersey, including Voice over Internet Protocol (VoIP) and broadband services

Violations constitute unlawful practices under the Consumer Fraud Act, with penalties up to $10,000 for first offense and $20,000 for subsequent offenses, plus potential treble damages

Exempts activities authorized by court order or law enforcement agencies, and does not restrict individuals from blocking their own caller ID information

Takes effect on the first day of the fourth month following enactment
