Division of Mental Health and Addiction Services must facilitate establishment of four new recovery community centers in New Jersey, adding to the two existing centers (Eva's Village Recovery Center in Passaic County and Living Proof Recovery Center in Camden County)

Recovery community centers are defined as non-clinical, peer-to-peer support centers offering services including recovery support groups, coaching, mentoring, family education, art therapy, job readiness classes, GED classes, and on-site child care

The Assistant Commissioner may accept funding from any source and award grants to entities establishing new recovery community centers

Annual reporting to the Governor and Legislature required beginning one year after enactment, detailing progress and recommendations for expanding centers, establishing sustainable funding, and improving services
