Creates the New Jersey Life Sciences Training and Development Program within the Department of Labor and Workforce Development to connect life sciences employers with college graduates who studied life sciences fields

Allocates 2% of Workforce Development Partnership Fund revenues to the new program, reducing the Office of Customized Training allocation from 37% to 35%

Job training and career development programs will be hosted at life sciences employers' business locations or state higher education institutions at no cost to employers

Requires the Department of Labor, in consultation with the NJ Economic Development Authority and Secretary of Higher Education, to establish rules and administer the program

Mandates an effectiveness evaluation within five years of approving the first training program to assess impact on life sciences business and employment growth
