Removes the two-year sunset provision from New Jersey's financial aid application requirement for high school students, making the mandate permanent

Requires public high school and charter school students (and their parents/guardians if applicable) to complete and submit a financial aid application as a prerequisite to receiving a diploma

Allows students to obtain a waiver from the requirement if signed by a parent/guardian, or by the student if 18 or older

Permits school counselors to authorize waivers for students under 18 when a parent/guardian signature cannot be reasonably obtained

Amends P.L.2023, c.295, which originally established this requirement starting with the 2023-2024 grade 11 class for a limited three-year period
