Eliminates the presumption of pretrial release for defendants charged with home invasion burglary or residential burglary who have prior arrests or convictions for similar offenses on one or more separate occasions.

Adds repeat home invasion and residential burglary offenders to the existing exception category, which already excludes repeat motor vehicle theft offenders from automatic pretrial release consideration.

Qualifying prior offenses include home invasion burglary (N.J.S.A. 2C:18-2.1), residential burglary (N.J.S.A. 2C:18-2.2), burglary of a residential dwelling (N.J.S.A. 2C:18-2), or substantially equivalent offenses under federal or other state laws.

Amends P.L.2014, c.31 (Criminal Justice Reform Law), which currently establishes presumptive pretrial release except for defendants charged with murder, crimes carrying life imprisonment, or repeat motor vehicle theft offenses.
