Public institutions of higher education in New Jersey must publicly disclose the names of all individuals and organizations that donate to the institution or any affiliated student organization, including athletic teams and extracurricular clubs.

Disclosures must be submitted to the Office of the Secretary of Higher Education and published on the institution's website by July 31 each year, covering the preceding academic year.

The bill removes an existing exemption that allowed donors to remain anonymous if they required non-disclosure as a condition of their gift.

Disclosures cannot use placeholder terms like "unknown" or "not available" in place of donor names.

Institutions that fail to comply face fines determined by the Secretary of Higher Education, and repeated violations may result in revocation of tax-exempt status for local property taxes and sales tax.
