Creates a 12-member "Substance Use Disorder and Addiction Treatment Best Practices Task Force" within the Department of Health to evaluate whether a single government body should oversee New Jersey's addiction treatment industry

Task force must determine whether to consolidate oversight currently split among the Department of Health (treatment center licensing), Department of Community Affairs (sober home inspections), and Division of Human Services (community-based services)

Requires development of best practices for outpatient treatment centers and sober homes, including recommendations on regulating dual ownership of both facility types

Members include four legislators serving as co-chairs, the Health Commissioner, DMHAS Director, and six Governor-appointed public members representing certified recovery specialists and treatment facility owners/managers

Task force must report findings within two years and expires 30 days after issuing its report; all meetings must be open to the public with materials posted on the Department of Health website
