Eligibility requires annual income below $75,000 for single filers or $150,000 for married couples filing jointly, plus meeting other existing qualification requirements

State-run training courses must be offered twice per year in one northern, one central, and one southern county, or alternatively applicants may receive vouchers for approved private training courses

Superintendent must submit an evaluation report to the Governor and Legislature within 90 days of program termination, with recommendations on whether to continue, expand, or make the program permanent

Program expires automatically upon submission of the required evaluation report
