Creates a voluntary training program for New Jersey cosmetology and hairstyling licensees to learn how to serve clients with special needs, including those with sensory processing disorder.

Allows shops and mobile shops to apply for certification as "friendly to individuals with special needs" if at least half of their employed licensees have completed the special needs training program.

Requires the New Jersey State Board of Cosmetology and Hairstyling to collaborate with educational and community organizations designated by the Director of Consumer Affairs to establish training criteria and certification standards.

Certified shops will receive and must conspicuously display a sign indicating their "friendly to individuals with special needs" designation; shops cannot display such signs without certification.

Takes effect 24 months after enactment and requires the board to maintain records of which licensees completed the training and which shops are certified.
