Secretary of Higher Education must establish a leadership development program for Hispanic and Latino faculty, including mentorship, networking, training, and professional development opportunities, in consultation with the Hispanic Association of Colleges and Universities.

Secretary must create a pipeline program to guide Hispanic and Latino undergraduate students into academic careers through graduate education partnerships, internships, and fellowships.

Public institutions of higher education must implement programs to increase recruitment and retention of Hispanic and Latino individuals in leadership positions within 180 days of receiving state guidance.

Search committees for senior administration and leadership positions must adopt policies promoting diverse representation reflective of the student body and state population.

Each public institution must submit annual diversity reports to the Secretary of Higher Education detailing racial and gender composition of leadership positions, with the Secretary compiling a summative report for the Governor and Legislature.
