Creates a Rent Control Enforcement Unit (RCEU) within the New Jersey Department of Community Affairs to investigate tenant complaints about violations of local rent control, rent leveling, or rent stabilization ordinances.

Authorizes residential tenants to petition the RCEU to review rent increases they believe violate local rent restrictions, with this process being in addition to any existing municipal challenge procedures.

Empowers the RCEU to impose penalties including mandatory rent reductions to the lowest rate charged in the previous 12 months, fines up to 4 months of rent, or authorization for tenants to terminate their lease early.

Requires the RCEU to establish a dedicated helpline and online portal to assist tenants and receive violation reports.

Appropriates $3 million from the General Fund to establish the unit, with ongoing funding from collected penalties and annual legislative appropriations as needed.
