Bans phosphorus compounds in household cleansing products except for trace concentrations, with exceptions allowing up to 0.5% phosphorus by weight for dishwasher products and up to 8.7% for food/beverage processing and dairy equipment cleaners

Imposes civil penalties of $500 to $1,000 per violation, with each day of a continuing violation constituting a separate offense

Requires the Department of Environmental Protection to collect and publicly post manufacturer information about product effects on human health and the environment, with trade secret protections

Takes effect one year after enactment, except for rulemaking provisions which take effect immediately
