Creates the Volunteer Emergency Responder Loan Redemption Program within the Higher Education Student Assistance Authority for New Jersey residents who serve as volunteer firefighters, first aid/rescue squad members, or Office of Emergency Management volunteers.

Provides up to $16,000 in student loan redemption over three years: $4,000 in year one, $4,000 in year two, and $8,000 in year three following graduation from an in-state undergraduate degree or certificate program.

Requires participants to be active members in good standing, verified by a sworn statement from the chief or presiding officer of their volunteer organization.

Participants who serve less than a full year in any service period receive no benefits for that period; contracts may be nullified upon death, total permanent disability, or extreme hardship.
