Mandates health insurance carriers and NJ FamilyCare (Medicaid) to cover screening, prevention, and treatment services for behavioral health issues in children aged 18 and younger.

Requires insurers to accept and reimburse claims using "at-risk diagnosis" codes, including Social Determinants of Health Z-codes, without requiring a formal mental health diagnosis.

Applies to all commercial insurers, HMOs, State Health Benefits Program, and School Employees' Health Benefits Program plans.

Covered services include screenings and individual, group, and family psychotherapy for children with potential mental health disorders not yet formally diagnosed.

Takes effect 90 days after enactment and applies to policies delivered, issued, or renewed after that date.
