Administrative Office of the Courts and State Parole Board must conduct a comprehensive study on Megan's Law implementation, replacing the originally assigned Violence Institute of UMDNJ (dissolved in 2013)

Study must examine sex offender registration procedures, tier designation processes used by county prosecutors and courts, and community notification implementation

Study will evaluate whether the Internet registry effectively informs the public about dangerous sex offenders or if geographic inconsistencies have reduced its effectiveness

Recommendations required on standardizing procedures for risk assessment, tier assignments, and ensuring uniform application of Attorney General's guidelines across law enforcement

Initial report due within 12 months of enactment, with biannual reports thereafter submitted to the Governor and Legislature
