Expands the Victim Information and Notification Everyday System (VINE) to automatically notify domestic violence victims who have restraining orders when the offender's custody status changes

Requires notification when a person subject to a final, temporary, or protective restraining order is released from custody, discharged, transferred, or released on bail for any violation or crime

Mandates the Attorney General maintain the VINE system to provide custody status updates for defendants charged with domestic violence crimes or offenses

Ensures victim location information remains confidential and cannot appear on any documents or records accessible to the defendant

Takes effect immediately upon enactment
