Establishes mandatory minimum prison sentences for domestic violence crimes: 18 months for fourth degree, 5 years for third degree, 10 years for second degree, and 20 years for first degree offenses.

Applies to specific violent domestic crimes including homicide, aggravated assault, assault by auto or vessel, kidnapping, criminal restraint, sexual assault, and criminal sexual contact.

Requires mandatory parole ineligibility periods: 18 months for fourth degree crimes, 42 months for third degree, 5 years for second degree, and 10 years for first degree crimes.

Parole ineligibility is set at one-half the sentence imposed or 42 months, whichever is greater (18 months for fourth degree offenses).

Takes effect on the first day of the fourth month following enactment.
