Students who earned an associate's degree from a county college in their county of residence and paid in-county tuition rates would qualify for in-state tuition at New Jersey four-year public institutions, even if they don't meet existing residency requirements.

Students without lawful immigration status must file an affidavit stating they have applied or will apply to legalize their status as soon as eligible.

The bill excludes nonimmigrant aliens (those on temporary visas like student or work visas) from this tuition exemption.

Student information collected under this program would be kept confidential.

The law would take effect immediately and apply starting with the first full academic year after enactment.
