Establishes a two-year Accessibility Coordinator Pilot Program providing $900,000 to three county colleges (one each in northern, central, and southern New Jersey) to hire coordinators who counsel neurodiverse students on academic advising, campus resources, and job connections.

Requires the New Jersey Council of County Colleges to provide professional development and training to faculty and staff on teaching neurodiverse students, with $75,000 appropriated for this purpose.

Creates the "County College Inclusive STEM Infrastructure Grant Program" with $500,000 to fund capital improvements ($25,000-$50,000 per grant) for accommodating neurodiverse students in STEM and AI facilities, including lighting modifications, sensory-friendly rooms, and assistive technology.

Encourages collaboration between county colleges and four-year institutions to align courses, develop partnerships, and support neurodiverse students transferring to four-year schools.

Total appropriation of $1.475 million from the General Fund, with the Office of the Secretary of Higher Education overseeing administration and submitting progress reports after year one and upon program completion.
