Requires the State Capitol Joint Management Commission to adopt and implement an environmental sustainability plan for the State House Complex, with mandatory revisions at least every four years.

The plan must include energy efficiency initiatives (alternative electric energy, Energy Star products), water conservation techniques, and compliance with LEED or comparable green building standards.

Food services at the complex must be addressed, including consideration of locally produced foods (such as Jersey Fresh products) and compostable utensils and serviceware.

The commission must establish performance measures, issue annual progress reports posted on state websites, and estimate expenditure increases with potential funding sources identified.

An advisory committee of environmental sustainability experts, including a Department of Environmental Protection representative, must be appointed to assist with plan preparation and implementation.
