Expands the definition of "landlord" under New Jersey's rent receipt law (P.L.2019, c.300) to include any person renting one or more dwelling units for at least one month, removing previous exemptions for small properties

Current law exempts landlords of buildings with two or fewer units and owner-occupied premises with three or fewer units from the receipt requirement; this bill eliminates those exemptions

Landlords must provide printed or emailed receipts for all cash rent payments, showing payment amount, purpose, date received, names of landlord and tenant, and who accepted payment

Penalties for violations include escalating fines: $100 additional for a second violation within five years, and $200 additional for each subsequent violation within five years

Hotels, motels, and guest houses serving transient or seasonal tenants remain exempt from the receipt requirements
