Disabled members of the Teachers' Pension and Annuity Fund (TPAF) and Public Employees' Retirement System (PERS) receiving disability insurance benefits would be entitled to free health care coverage under the School Employees' Health Benefits Program or State Health Benefits Program with no employee contribution required.

No enrollment deadline or eligibility requirements would be imposed on disability insurance recipients to receive health coverage, other than being a recipient of disability insurance under TPAF or PERS.

Health insurance benefits would be excluded from the periodic benefits that reduce a disabled member's monthly disability payment amount.

For pension calculation purposes, disabled members receiving disability benefits would be treated as if they were in active service for the entire duration they receive disability benefits.

Insurance companies would be required to pay employee pension contributions directly into TPAF or PERS on behalf of disabled members receiving disability benefits.
