Creates special Autism Awareness license plates in New Jersey with a $50 initial application fee plus a $10 annual renewal fee, in addition to standard registration costs.

Establishes the "Autism Awareness License Plate Fund" in the Department of Treasury, with proceeds appropriated annually to the University of Medicine and Dentistry of New Jersey for autism research and treatment.

Requires the Governor's Council for Medical Research and Treatment of Autism to contribute up to $25,000 to offset initial program costs and submit at least 500 completed applications before the program can launch.

Prohibits the use of State or public funds for initial design, production, and computer programming costs associated with the license plate program.

Authorizes the Chief Administrator to discontinue the program if average production costs exceed the $50 application fee for two consecutive fiscal years; the bill expires if funding and application requirements are not met within 12 months of enactment.
